Seminar on ethics

In the previous Strategic Development Plan, the State Audit Institution of Montenegro recognized the importance of the field of ethics, and focused on strengthening integrity and promoting ethical behaviour. In accordance with this, activities have already been implemented in cooperation with the Court of Auditors of the Netherlands aimed at self-assessment of integrity, while at the end of 2022, training was held with the support of the Agency for the Prevention of Corruption on the topic of integrity, especially in the part of the obligation to adopt integrity plans and conflicts of interest.
A new step in the implementation of the Strategic Plan was a seminar on ethics, which the State Audit Institution of Montenegro held for its employees on February 14 and 15, 2023 in Podgorica, in cooperation with the State Audit Office of the Republic of Croatia.
During the seminar, the participants were introduced to the new Code of Ethics for state auditors and other employees of the State Audit Institution, which was created to harmonize with ISSAI 130 INTOSAI Professional Code of Ethics.
Representatives of the State Audit Office of the Republic of Croatia held presentations on ethics, seminars on ethics as a key tool for human resource management, ethical framework, tools for monitoring and evaluation, and ethical dilemmas.
The seminar also discussed the audit of ethics in the public sector, including an example of the audit of the functioning of the ethical infrastructure in the public sector bodies of the Republic of Croatia and a review of the audit of ethics in political parties. The results of research related to ethics in local units were also presented. The seminar ended with a presentation of the activities of the EUROSAI Ethics Network and a constructive discussion on the topics presented.
