INVITATION FOR MEMBERSHIP

Dear Colleagues,
 
As you are aware, the EUROSAI Congress held in April this year considered the activity of the EUROSAI Task Force on Audit and Ethics (TFA&E) as closed, but decided to keep the audit and ethics subject as a topic in the Agenda of EUROSAI.
 
For that purpose, a «EUROSAI Network for Ethics» has been established, in charge to manage an on line permanent platform that keeps SAIs informed and collaborative in the topics of SAIs’ ethics management and SAIs’ integrity awareness raising, ethics related audit initiatives and anti-corruption role.
 
Responsibility to build and keep the Network was entrusted to SAI of Croatia, for an initial period of 3 years, until the next EUROSAI Congress, with the support of the SAI of Portugal as a vice-chair.
 
Objectives of the Network are focused, among others, on information and activities related to above mentioned topics, encouraging EUROSAI members to share relevant information, development initiatives and experiences on these topics with the SAIs’ community, exploring and sharing knowledge in areas that may raise new ethical concerns, promoting an active liaison and cooperation on relevant topics by acting as a broker and contact point, and identifying and encouraging EUROSAI SAIs to conduct activities for strengthening their capacity or role in the identified areas.
 
As such, the Network will allow a continuous exchange of information, documentation and experiences on the subject, and will keep SAIs informed and up to date.
 
All objectives of the Network are in accordance with the EUROSAI mission, vision, objectives and principles, and its activities may feed both EUROSAI Strategic Goals.
 
Permanent tasks of this Network would be: 
 
∙          Focusing on information and activities related to SAIs’ ethics management and to SAIs’ integrity awareness raising, ethics related audit initiatives and anti-corruption role
∙           Keeping an updated information flow on those subjects, by collecting and disseminating studies, guidelines, reports, articles, information on conferences, seminars, workshops and training courses and any other related tools
∙           Encouraging EUROSAI members to share relevant information, development initiatives and experiences on the mentioned topics with the SAIs’ community
∙          Exploring and sharing knowledge in areas that may raise new ethical concerns, such as the use of artificial intelligence, data protection and whistleblowing
∙          Keeping an updated webpage as the repository of that information, with the due links in the EUROSAI website
∙          Promoting an active liaison and cooperation on these subjects, acting as a broker and contact point and putting SAIs with shared interests in contact with each other or with external partners
∙           Facilitating contacts that may provide support to SAIs, as they may request, regarding the reinforcement of ethics control systems or the promotion of integrity in the public sector organisations
∙           Keeping liaison activities with INTOSAI, IDI, INTOSAI Regional Organisations, OECD, ECIIA and other relevant partners on the topics at stake
∙           Identifying and encouraging EUROSAI SAIs to conduct activities for strengthening their capacity or role in the identified areas.
 
These specific tasks could be identified by SAIs themselves or by the Network responsible and could relate with rolling-out IntoSAINT, organising an event, a seminar or a training course, preparing, testing or updating a guidance or a methodological document, conducting cooperative audits with interested SAIs, etc.
The Network will encourage SAIs to the use of the Project Groups’ approach to undertake concrete and limited tasks that a group of SAIs are willing to perform.
 
As such, the Network will allow a continuous exchange of information, documentation and experiences on the subject, and will keep SAIs informed and up to date.

SAI Croatia and SAI Portugal, as co-chairs of the Network, will be responsible for the publication, and members for the content of the publication.
 
All EUROSAI members are kindly invited to join the EUROSAI Network for ethics and support its activities by active contribution.
